During July 2025, one of the cornerstone changes in UK fire safety policy is changing. This is referencing the complete ban on Aqueous Film-Forming Foam (AFFF) fire extinguishers, which came into effect 4 July 2025.  

Why Are AFFF Extinguishers Being Banned?

AFFF extinguishers have been widely used for tackling flammable liquid fires, but they contain PFASper and polyfluoroalkyl substances. These “forever chemicals” are persistent in the environment, accumulate in wildlife and people, and have been linked to various health concerns. The ban responds to mounting evidence of PFAS’s harmful impact on both human health and the environment.

  • Major transition to BS EN 13501: European fire testing standards (from 2 March 2025), ensuring harmonised safety across all materials and products. This change replaces older UK-specific classifications (such as Class 0 and Class 1) with harmonised European testing and performance criteria. The updated framework ensures consistency in how construction materials, furnishings and finishes are tested and rated for fire resistance, contributing to safer building design across the board. 

These changes significantly tighten regulatory expectations. Managers in care homes should review entire fire safety strategies in order to remain fully compliant and not just focus solely on extinguishers.
