What Changes Have Been Made to Fire Safety Legislation in 2025?

Fire safety rules evolve continuously, and in 2025, there are important updates that businesses and building managers need to know. Lee Fire & Security have distilled the most impactful legislative changes below to help you ensure your premises remain compliant and safe.

Commercial Fire Safety Compliance Updates

  1. Mandatory Sprinkler SystemsImplementedIn Care Home Fire Safety

New building regulations under Approved Document B now require all newly built or significantly refurbished care homes to install sprinkler systems, regardless of building height or size.

  1. Phasing Out BS 476 in Favour of BS EN 13501

The longstanding BS 476 fire testing standard is being phased out. In its place, materials must comply with the newer and more rigorous BS EN 13501 European standards. This is an overall major shift in passive fire protection testing

  1. Personal Emergency Evacuation Plans (PEEPs)

For high-rise and high-risk residential buildings, tailored PEEPs are now required for elderly and disabled residents. Additionally, new developments over 18 metres must include evacuation alert systems certified to BS 8629.

  1. Building Fire Safety Information Requirements

Contractors must now hand over comprehensive fire safety documentation, such as emergency plans and system details to the responsible person at project handover or upon occupation. An acknowledgement of receipt is also required, creating a clear compliance trail.

  1. Updated Furniture & Furnishings Fire Safety Regulation

The regulation has been revised to exclude certain baby and young children’s products due to the higher risk posed by chemical flame retardants while still maintaining strict fire safety standards for all relevant products.

What This Means for Your Business

Fire safety in 2025 is about proactive compliance and thoughtful design. Whether you manage care homes, high-rise residential buildings, or commercial premises, it’s vital to integrate:

  • Sprinkler systems where mandated
  • Upgraded materials that comply with BS EN 13501
  • Evacuation and safety systems for vulnerable residents
  • An effective handover process ensuring fire safety documentation is delivered and acknowledged
  • Safe furniture policies, especially where young children are concerned
